Practice Description

Todd Alexander’s practice includes representing developers of and lenders to energy related projects, including biofuel, biomass, wind, solar and clean coal facilities. He has participated in limited recourse financings in the United States, Latin America, Asia and Africa. He has also represented both the sellers and purchasers of ownership interests in several power projects and biofuel facilities.

Representative Matters

  • Representing Sithe Global Power in connection with the development of the Toquop Energy Project, a concentrating solar project, in Lincoln Country, Nevada.
  • Representing the Department of Energy in connection with the potential financing of the Vogtle Electric Generating Plants Units 3 and 4, which is a 2,208 MW nuclear generating facility located near Augusta, Georgia.
  • Representing Sithe Global Power in connection with the development of a 140 megawatt hydroelectric project in Guyana, together with a 300 kilometer transmission line.  
  • Representing ADAGE (a joint venture between Duke Energy and Areva) in connection with the development of a 50 MW woody biomass project in Florida. 
  • Representing North American Development Bank as senior lender to FronteraFIRST in connection with their municipal financing program for rooftop solar and other energy efficiency programs in the City of San Diego and San Diego County.
  • Representing the lender to an ethanol facility under development in Hungary. 
  • Representing Terrabon in connection with the development of several waste-to-gasoline projects. 
  • Representing the Department of Energy in connection with the potential financing of an approximately $2.2 billion IGCC facility in Kemper County, Mississippi.
  • Represented a private equity fund in connection with the acquisition of a power barge in Jamaica and a majority interest in a power generation company in Panama, together with the restructuring of the existing debt on these assets.
  • Represented Bujagali Energy Limited as developer of an $880 million, 250 megawatt hydroelectric project in Uganda.
  • Represented North American Development Bank as senior lender to Global Alternative Fuels in connection with the financing of a biodiesel facility in El Paso, Texas.
  • Represented Arkalon Energy in connection with the development of a 110 million gallon ethanol facility.
  • Represented an equity investor in connection with the development of a landfill gas to pipeline quality gas project in Ohio.
  • Represented Citi Private Ventures in connection with its investment in GreatPoint Energy.
  • Represented WestLB as arranger for the expansion financing of a biodiesel facility in Texas.
  • Represented Biofuel Energy in connection with the development of two 115 million gallon ethanol facilities.
  • Represented WestLB as arranger for the financing of three 100 million gallon ethanol facilities to be located in Ohio, Indiana and Nebraska.
  • Represented Abengoa Bioenergy Corporation in connection with the $90 million, Term B loan financing of an 88 million gallon ethanol facility in Ravenna, Nebraska.
  • Represented WestLB as arranger for the financing of a 113 million gallon ethanol facility in Oregon.
  • Represented Indiana Corn Products as the developer of an 88 million gallon ethanol facility in Putnam County, Indiana.
  • Represented Organic Fuels in connection with the development of a 30 million gallon biodiesel facility at the Port of Houston.
  • Represented Jamaica Energy Partners in connection with the expansion of its existing power barge.
  • Represented El Paso Corporation in connection with the financing of a 380-mile gas pipeline in the United States.
  • Represented CMS/Endesa in a joint venture in connection with the financing by the International Finance Corporation (IFC) of a 1,165 km pipeline and a 740 megawatt power plant in Argentina and Chile.
  • Represented El Paso Corporation in connection with the financing by the Overseas Private Investment Corporation (OPIC), IFC and BNDES of a 928 megawatt power project in Brazil.
  • Represented EGE Haina in connection with the financing by export credit agencies of its 150 megawatt power barge in the Dominican Republic.
  • Represented the owner in connection with the financing by IFC of a 110 megawatt power project in Bangladesh.
  • Represented a consortium led by Alcoa in connection with the development of a 1,450 megawatt hydroelectric project in Brazil.
