Practice Description
Mr. Liskov’s practice focuses on insurance regulatory, transactional and litigation matters. He regularly counsels corporate and banking clients on regulatory and coverage issues, as well as advising and representing insurers and intermediaries.
From 1989 to 1992, Mr. Liskov was the Deputy Superintendent and General Counsel of the New York State Insurance Department. From 1980 to 1989, Mr. Liskov served as New York Assistant Attorney General, focusing on matters involving the Insurance Department, including service as Litigation Deputy Chief.
Before rejoining Chadbourne, Mr. Liskov was Of Counsel in the New York office of White & Case LLP. Prior to that, he was Counsel at Chadbourne from 1992 to 1998.
Representative Matters
- Regularly advises a major investment bank on insurance regulation.
- Represented the State Farm Insurance Companies in obtaining decertification of a statewide class action concerning property insurance claims.
- Represented the State Farm Insurance Companies in a suit by the Brooklyn Borough President against the New York Insurance Department as to access to confidential proprietary data.
- Advised the largest stakeholder in the Conseco reorganization as to obtaining multiple state approvals for acquisition of control of Conseco’s insurance subsidiaries.
- Advises MasterCard on various insurance regulatory matters.
Honors
Mr. Liskov is cited in the 2010 edition of SuperLawyers in the specialty of business litigation. He is also cited in New York Super Lawyers 2007 and 2008 for business litigation and in the International Who’s Who of Insurance and Reinsurance Lawyers. He also was the recipient of the President’s Distinguished Service Award from the National Association of Attorneys General in 1989.
Activities and Affiliations
Mr. Liskov has served in 2007 and 2008 as a member of the Association of the Bar of The City of New York (Insurance Committee, Co-chair, Sub-committee on Legislation).
