Practice Description
Igor Muszyński, executive partner of the Warsaw office, has deep knowledge of and experience in legal regulations on the infrastructure of energy systems. He has advised Polish and foreign energy companies, local governments and customers of electric energy and fuels. Mr. Muszyński focuses on regulatory issues and in providing legal advice in connection with project finance and privatization. He assisted in the foundation of the first power exchange in central and eastern Europe. He also advised the Ministry of Industry and Trade on the restructuring and liberalization of the Polish energy sector when drafting the Energy Law of Poland enacted in 1997 and was involved in the process of conforming Polish law to EU standards. Mr. Muszyński has worked on several financings in regard to power generating facilities and has represented clients in disputes concerning agreements in the energy sector.
Representative Matters
- Advised the Ministry of State Treasury and investors participating in the majority of privatizations projects in the energy sector and was instrumental in the development of the power exchange in Poland.
- Represented a number of Polish power generators and combined heat and power plants (CHPs) in long-term negotiations of electrical energy and fuel sale agreements.
- Successfully represented a number of energy companies in cases brought before the Energy Regulatory Authority (including cases involving tariffs) and the Office of Competition and Consumer Protection, as well as before the Anti-Monopoly and Supreme Courts.
- Advised on financing a number of infrastructure projects, including advising the Polish Pątnów-Adamów-Konin Power Plant in financing their lignite-fired 460 megawatt (MW) power generating facility and Polish Oil & Gas Company in development of LNG receiving terminal.

Mr. Muszyński was listed in Chambers Global – The World’s Leading Lawyers for Business for projects and energy (2007-2008) as well as for energy and natural resources in Poland (2003-2008). He was also listed in Chambers Europe - Europe's Leading Lawyers for Business (2008) for projects in Central and Eastern Europe and energy and natural resources in Poland.
